Biography

Short Description

Fulk of Pavia, known in Italian as Folco Scotti, was a Catholic bishop of the early thirteenth century who is venerated as a saint. He was born in 1164 in Piacenza, in northern Italy, into the noble Scotti family, a lineage that claimed Scottish ancestry and was established among the urban aristocracy of Piacenza. After early studies in his native city, he continued his education in Paris, then one of the principal centers of theological learning in Latin Christendom. Later tradition holds that he was a fellow student there of Lotario dei Conti di Segni, the future Pope Innocent III. Returning to Piacenza, Fulk entered the cathedral clergy and became a canon of the cathedral chapter, a position that placed him among the leading ecclesiastics of the diocese.

In 1210 the chapter and clergy of Piacenza elected Fulk as bishop of that see. The election, however, coincided with acute conflict between the Church and the commune of Piacenza, and he was unable to take peaceful possession of the diocese. For several years the situation remained unsettled. In 1216 Pope Honorius III resolved the impasse by transferring Fulk to the Diocese of Pavia, an ancient and prestigious Lombard see. Fulk governed Pavia as bishop from 1216 until his death. Contemporary and near-contemporary notices of his episcopate are limited, but later hagiographical accounts emphasize his personal austerity, his care for the poor, and his efforts to assist the population during famine, which was a recurring hardship in early thirteenth-century Lombardy.

Fulk's ministry unfolded in a region marked by the political struggles of the age, including tensions between papal and imperial factions and the growing power of the Lombard communes. Surviving evidence does not permit a detailed reconstruction of his political role, and caution is required in repeating later legendary elaborations. What can be said with more confidence is that he was remembered in Pavia as a pastor who combined administrative duty with works of charity and who sought to uphold clerical discipline. He died in Pavia on 26 October 1229 and was buried in the cathedral of that city.

After his death a local cult developed around his tomb. The Catholic Church lists him among the saints, and his feast is kept on 26 October, the date of his death. He does not appear to have been the object of a formal canonization process of the type that became standard in later centuries; rather, his veneration belongs to the older pattern of locally honored holy bishops whose cult was received into the wider liturgical tradition of the Church. Historical sources for his life remain relatively sparse, and much of what later writers related about him is hagiographical in character rather than strictly documentary.
