Biography

Short Description

Jan Feliks Cieplak was a Polish Roman Catholic prelate who served as apostolic administrator of the Archdiocese of Mohilev in the early Soviet period and was later appointed Archbishop of Vilnius. He was born on 17 August 1857 in Dąbrowa Górnicza, in the Dąbrowa Basin of Congress Poland, then under the Russian Empire. After early seminary studies he was sent to the Imperial Roman Catholic Theological Academy in Saint Petersburg, the principal higher school for Latin-rite clergy in the empire. He was ordained a priest in 1881 and spent much of the following quarter-century at that academy as a lecturer in theological disciplines and in senior formational and administrative posts. His long residence in the imperial capital placed him among the leading Polish Catholic clergy of Russia and gave him close knowledge of the legal and pastoral situation of Catholics scattered across the empire.

In 1908 he was appointed titular bishop of Evaria and auxiliary bishop of the Archdiocese of Mohilev, whose metropolitan, resident in Saint Petersburg, had canonical care of Latin Catholics over a territory stretching across European Russia and into Siberia. He received episcopal consecration in December 1908. The First World War, the collapse of the Romanov monarchy, and the Bolshevik seizure of power destroyed the old legal position of the Catholic Church in Russia. After Archbishop Edward von der Ropp was arrested in 1919 and expelled from Soviet territory, Cieplak was named apostolic administrator of Mohilev and thus became the highest-ranking Latin Catholic bishop remaining in the Soviet state. He tried to keep parishes functioning, to defend priests, and to resist decrees that barred religious instruction in schools and authorized the seizure of church buildings, while the new Polish–Soviet frontier also split historic dioceses and congregations.

Soviet authorities arrested Cieplak in 1923. In March of that year he was the principal defendant in a Moscow show trial of Catholic clergy and laity, charged with counter-revolutionary activity, obstruction of the separation of church and school, and contacts with Poland and the Holy See that were treated as treason. The court sentenced him to death. The verdict provoked protests from the Holy See, from the Polish government, and from Western governments and public opinion. The death penalty was commuted to a long prison term. Monsignor Konstanty Romuald Budkiewicz, tried with him, was executed. Cieplak remained in Soviet custody until 1924, when he was released and allowed to leave the country, an outcome widely attributed to diplomatic pressure. He went first to Poland and then to Rome, where he reported to Pope Pius XI on the condition of the Church in Russia.

On 14 December 1925 Cieplak was appointed Archbishop of Vilnius, a historic see then within the Second Polish Republic. He never took up residence or was installed. In early 1926 he traveled to the United States to visit Polish immigrant parishes. While in Passaic, New Jersey, he fell ill and died on 17 February 1926, only weeks after his appointment. His remains were taken to Vilnius and buried in the cathedral. Cieplak belonged to the secular diocesan clergy, not to a religious order, and as a Latin-rite priest and bishop he lived under the discipline of celibacy. He is remembered as a leading figure of Catholic endurance under early Soviet persecution. A reputation for holiness attached to his name and later Catholic historiography has noted interest in a beatification cause, but he has not been beatified or canonized by the Holy See and has no universally assigned feast day or official patronages.
