Biography
Louis-Édouard Cestac was born on 6 January 1801 in Bayonne, in the Basque country of southwestern France, to Dominique Cestac and Jeanne-Marie Cazaux. He was raised in a Catholic family and entered seminary formation for the Diocese of Bayonne. He was ordained a priest on 17 December 1825. After ordination he taught and served as a vicar at Bayonne Cathedral. Accounts of his early ministry present him as a diocesan priest of marked Marian devotion and of practical concern for people living in poverty on the edges of urban society in the first half of the nineteenth century.
In the 1830s he turned his pastoral attention to girls and young women who were homeless, destitute, or drawn into prostitution in and around Bayonne. In 1836 he established Notre-Dame du Refuge on property at Anglet, a commune adjoining Bayonne, as a house of welcome, moral formation, and work. His sister Élise Cestac joined the apostolate and became a leading figure among the women who formed a religious community. From this work developed the Congregation of the Servants of Mary (Servantes de Marie d'Anglet), a women's institute devoted to the care, education, and social reintegration of girls and women in need. Community life took shape in the late 1830s and 1840s under his direction while he remained a secular priest of the Diocese of Bayonne.
Cestac also promoted agricultural labor and rural settlements around Anglet as a means of honest livelihood and Christian formation, linking charity with work on the land. He encouraged a contemplative dimension within the women's community associated with Notre-Dame du Refuge. He did not enter or found a male religious order; he remained incardinated in the Diocese of Bayonne and continued to govern the works from Anglet. His spirituality combined trust in Divine Providence with devotion to the Virgin Mary, especially under the title of Our Lady of Refuge.
He died at Anglet on 27 March 1868 and was buried at Notre-Dame du Refuge. A cause of beatification was later introduced. Pope Francis approved his beatification, which was celebrated on 31 May 2015 in Bayonne, with Cardinal Angelo Amato presiding in the Pope's name. The Catholic Church commemorates him as Blessed Louis-Édouard Cestac on 27 March. He has not been canonized. His principal legacy is the Servants of Mary of Anglet and the tradition of refuge and education attached to Notre-Dame du Refuge.
